About the Role:

The Chief Information Officer (CIO) is pivotal for driving the City of Everett technology strategy and ensuring operational excellence. This position will lead and mentor a small team while developing an IT strategy for infrastructure and operational improvements. The ideal candidate is a visionary leader with extensive experience in information technology and a passion for innovation.

Duties and Responsibilities:

The following is a sample of the types of work that falls under the scope of this position.
Essential duties include, but are not limited to the following:

  • Support and implement key technology initiatives of the Administration;
  • Provide input for the formulation of policies for the Department;
  • Ensure the implementation, monitoring and evaluation of policies;
  • Manage and lead a technology team and appraise the performance of subordinate staff;
  • Provide oversight and develop a yearly budget;
  • Ensure the development and maintenance of IT infrastructure;
  • Provide effective security measures throughout all systems and lead the City through
  • Multi-Factor Authentication (MFA) initiatives;
  • Work closely with Department Heads and key stakeholders to develop technology solutions to issues;
  • Ensure IT purchasing rules are enforced throughout the City;
  • Develop a digital and information technology strategy for the organization;
  • Provide guidance on and maintain data in accordance with the Massachusetts Records Retention Schedule;
  • Develop and maintain project plans for all technology initiatives in order to achieve and communicate project goals;
  • Stay informed of any available grants and apply for them when applicable;
  • Provide quality customer service to employees of the City;
  • Maintain a safe, well-organized environment ensuring an efficient and a high-quality work space;
  • Ensure state laws and best practices are adhered to for all aspects of projects;
  • Implement the IT Department’s multi-year capital plan; and
  • Any other related tasks as assigned.

Minimum Entrance Qualifications:

Bachelor’s degree in Computer Science and 10 years’ experience in Information Technology in a relevant field, or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.

Knowledge, Skills and Abilities:

  • Proficient understanding of networking protocols, server management network security, and managing modern network infrastructure to ensure seamless and secure connectivity.
  • 5 years of demonstrated technology leadership experience in planning, maintaining, organizing, and implementing technology plans and projects.
  • Knowledge of VLANs, security, MFA, network infrastructure and hardware, networking, telecommunications and VoIP, SIP, networking protocols, Microsoft Server, M365, Microsoft Exchange, VMWare and virtualization.
  • Excellent communication skills both verbal and written; demonstrated ability to work effectively with diverse constituencies.
  • Experience in IT team management, including assigning proper training courses for professional development.

Physical Demand & Working Environment:

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job:

  • Ability to work in an office setting. Supervisory position requires in-person attendance during City Hall core business hours; evening or weekend hours may be required.
  • Occasionally lift or move office products and supplies, up to 20 pounds.
