Position Summary:

To provide accurate, courteous and timely election services to the voters of the City of Everett. The Director of Elections is responsible for maintaining procedures relating to the registration of voters, developing and maintaining annual list of voters, and conducting the annual census of residents of the city. The Registrar processes and ensures accuracy and proper certification of all nomination papers and petitions. It also processes absentee voter applications, administers election recounts and holds hearings.

 

Duties and Responsibilities:

  • Receive, add, and delete all (approx. 23,000) registered voters in accordance with MGL into the State run VRIS system and process paper and electronic voter registrations and send out acknowledgements of the same.
  • Work with the High School to register students and meet with nursing homes to register voters and absentee voting for residents unable to vote in person.
  • Coordinates activities for elections at local high schools.

ELECTIONS

  • For biennial municipal elections create nomination papers, intake completed nomination papers and certifying the same. Shall also certify all nomination papers for all other elections in accordance with MGL.
  • Oversee all election activities, including but not limited to, vote by mail, early and election day voting, UACAVA voting and all other election preparation work, for all city, state and federal elections.
  • Create local elections calendar with the Elections Commission and State.
  • Work with all local stakeholders to prepare for early in person and election day polling setup.
  • Partners with Human Resources to comply with all election poll worker hiring and training processes.
  • Prepares all purchase orders and payrolls for the Elections office.

POST ELECTIONS

  • Scan and process voter lists for each election and make necessary changes to voter’s party changes when relevant to do so.
  • File all elections documents in accordance with MGL and Federal laws.
  • Record all votes cast and place final election results in bound book/
  • Conduct any election recounts as requested in accordance with MGL.

CAMPAIGN FINANCE REPORTS

  • Notify all municipal candidates (excluding Mayoral candidates) of the due dates.
  • Track and file all OCPF filings in accordance with MGL.
  • Provide state training materials and resources to all municipal candidates.
  • Maintains weekly payroll.
  • Manages expenses.

CENSUS

  • Print, mail, intake and process corrections of the completed annual census’ returned (street listings) from our nearly 50,000 residents.
  • Maintain and track the list of owners and managers of larger multi-unit dwellings in order to receive more accurate annual street listings.
  • Send confirmation notifications to all voters who did not respond to the census, so to update the voters’ status.
  • Prepare and print the annual street listing books for distribution to municipal departments, candidates for public office and to make available to the public in the office.
  • To assist the City Clerk and Secretary of the States office with the decennial census.
  • Assist the City clerk with the redistricting process.

OTHER

  • Shall be able to work with city and state stakeholders collaboratively.
  • Shall work with the Elections Commission and City Clerk in Election related duties and may need to work with the Commission and attend meetings of the Elections Commission as needed and provide information or reports on the progress of certain election related work requested.
  • Shall manage and lead a staff of 3 employees as well as all seasonal poll workers and shall share and work in conjunction with the City Clerk and City Clerk’s office staff, sharing some duties and working as part of a larger team.

 

Minimum Entrance Requirements:

  • Demonstrated experience in and knowledge of running or assisting in running Elections for municipal, state and federal elections.
  • Knowledge of and experience with Massachusetts General Laws as it pertains to census, candidates and elections in general.
  • Minimum (3) years of experience in planning and implementing public events, office or business administration, or project coordination required.
  • Excellent interpersonal and written and oral communication skills.
  • Knowledge of Microsoft office programs including Word, Excel, Internet Explorer and Outlook as required. Experience with VRIS state elections system with a demonstrated ability to learn new software programs.
  • Excellent organizational skills and attention to detail with an ability to remain calm under pressure.
  • The Director is a confidential employee and is required to manage and protect highly sensitive information.
  • Valid and current MA Driver’s License and reliable transportation.
  • Ability to work nights, Fridays and weekends as needed.
