Summary of Position:

The Director of Veterans Services works under the administrative direction of the Director of Human Services and in accordance with Massachusetts General Laws and rules and regulations of the Massachusetts Department of Veteran Services.

Duties and Responsibilities:

  • Performs varied and responsible duties ranging from routine to complex, requiring strict adherence to state and federal laws; exercises independent judgment in administering benefits and other assistance services to veterans and their dependents.
  • Processes applications for veterans’ benefits through state and federal means; directs investigations into the necessities and qualifications of claimants; authorizes payments; performs follow-up activities to confirm the appropriate use of benefits and assistance.
  • Directs and participates in administering various veterans’ benefits available to veterans housing, education, burial, and other benefits available under federal and state programs and from various non-profit entities.
  • Prepare reports to accounts for funds; reports to state agencies to acquire reimbursements; ensures that applications and reports conform to state regulations to ensure reimbursement.
  • Prepares and administers department budget and maintains accurate expenses and accounts balances records.
  • Provides counseling to veterans and their dependents; refers veterans to appropriate agencies or services providers; assists veterans by providing informational material and advice concerning assistance and benefit opportunities; assists veterans in completing necessary applications and other forms and acquiring documentation needed to prove eligibility.
  • Organizes and coordinates memorial activities of veterans; coordinates Memorial Day, Independence Day, and Veterans’ Day activities.
  • Ensures that material squares and monuments are decorated for appropriate memorial occasions and ceremonies.
  • As a Veterans’ Services Director, per M.G.L ch. 115, sec. 3, receives and processes applications for Veterans’ benefits, financial and medical assistance payments for qualified needy veterans and their dependents, in accordance with title 108 of the Code of Massachusetts Regulations.
  • As a Veterans’ Burial Agent, prepares and pays eligible claims for proper burial and interment charges of indigent veterans or their dependents as per M.G.L., ch. 115, sec. 7.
  • As a Veterans’ Graves Registration Officer, as required by M.G.L. Ch. 115, sec. 9, clearing of weeds and other unseemly growth from said graves; the repairing, replacement, and general up-keep of fences around said graves; the raising and repairing of sunken gravestones and markers, and other similar services that may be necessary to restore and maintain such graves and their surroundings in an orderly condition.
  • Periodically attends training seminars and conferences held under the direction of the Massachusetts Secretary of Veterans’ services
  • Obtains and maintains certification as a Veterans’ Services Director, as required by the Massachusetts Department of Veterans’ Services.
  • Performs similar or related work as required or as the situation dictates.

Education and Experience:

  • Excellent communication skills; oral and written skills in coordinating various programs and projects simultaneously; training in interpersonal communication and mediation skills.

Special Requirements:

  • Must be an honorably discharged Veteran.
  • Must have a Massachusetts drivers’ license with a satisfactory driving record.

Knowledge Skills and Abilities:

  • Ability to plan, negotiate, and assume leadership in relations with the community and governmental agencies and establish and coordinate veterans programs.
  • Ability to establish effective working relationships with applicants, recipients, other agencies, and the general public.
  • Ability to prepare and administer budgets and prepare financial reports.
  • Ability to work independently and maintain confidentiality.
  • Ability to supervise and administer the day-to-day office procedures.
  • Ability to communicate effectively in written and oral form.
  • Ability to use Microsoft Office.
  • Ability to counsel veterans and their families effectively.
