Position Summary:
The HR Director is directly responsible for the overall administration, coordination and evaluation of the human resource function, included but not limited to the oversight of recruitment, onboarding, compliance, employee relations, policy and procedures and overall management of all HR functions.
Essential Functions:
- Develops and administers various human resources plans and procedures for all company personnel.
- Plans, organizes and controls all activities of the department. Participate in developing department goals, objectives and systems. Closely involved in organizational strategies and departmental structure.
- Implement annual updates with compensation, oversees open enrollment, rewrites job descriptions as necessary. Works closely with the mayor’s office with strategic planning for talent retention and growth.
- Develops, recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; performs benefits administration to include claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost-effectiveness, information activities program and cash flow.
- Develops and maintains affirmative action program; files EEO-1 annually; maintains other records, reports and logs to conform to EEO regulations.
- Conducts recruitment effort for all exempt, nonexempt and temporary workers; writes and places job advertisements; works with supervisors to screen and interview candidates; conducts reference checking; extends job offers; conducts new-employee orientations; monitors career-path program and employee relations counseling; separations and exit interviews.
- Establishes and maintains department records and reports. Participates in administrative staff meetings and attends other meetings, such as seminars. Maintains employee files and records.
- Handles all employee relations concerns, investigations and makes recommendations for outcomes. Assists managers with disciplinary process and performance improvement plans.
- Participates and helps manage contract negotiations with all Collective Bargaining Agreements within the City, actively works with the union and management to maintain a high level of integrity within the workplace.
- Oversee a team of HR professionals
- Works collaboratively with the DEI office to ensure compliance with EEOC reporting and training initiatives for annual training for new and existing employees.
- Ensures compliance with all federal, state and local employment laws.
Skills and Qualifications:
- Must have at least 10 years of prior Human Resources experience, preferably with supervisory experience and HR Generalist experience
- Collaborative in nature and excellent relationship management skills
- Masters Degree in Human Resources Management or related field preferred
- Prior Public Sector work experience preferred but not required
- Excellent conflict resolution skills for complex personnel matters
- Prior experience within a union workforce and contract negotiations highly preferred
- Ability to handle high pressure situations simultaneously with integrity and professionalism
- Excellent coaching skills
- Ability to use good judgement to make recommendations with employment situations

Work Schedule and Salary:
City Hall is open M-TH and closed on Fridays. This position works 35 hours per week with one late shift, either M or TH from 8-7:30. Salary for this position is up to 135,000.
