PROJECT: IFB # 26-08– Pavement Markings at Various Locations

BID OPENING: August 13, 2025 at 1:00 PM

The City of Everett, the Awarding Authority, invites sealed bids for Pavement Markings at Various Locations throughout the City for the 2025 season, in accordance with M.G.L. c.30, §39M and the bid documents prepared by the City of Everett Purchasing Department.

            The Work: consists of the repainting of existing pavement markings, and the application of pavement markings in new locations and related work at various locations in the City of Everett, as directed by the Executive Director of Public Works and Engineering or his designee.

Sealed bids, clearly marked: “IFB #26-08– 2025 Pavement Markings at Various Locations,” must be submitted no later than 1:00 PM on August 13, 2025 to: Monica Ford, Interim CPO, City of Everett, Purchasing Department, 484 Broadway, Room 14, Everett, MA 02149, at which time they will be publicly opened and read aloud in Room 14 at Everett City Hall.

A 5% bid deposit is required. Prevailing Wage Rates apply. OSHA 10 Certification is required for all workers on site. The successful bidder must furnish a 100% Performance Bond and a 100% Payment Bond in the contract sum with a corporate surety approved by the Owner (City of Everett).

Cost Estimate: $125,225.00.  This is a three-year provisional Contract. The City reserves the right to extend the contract for up to two (2) additional one-year terms, at the sole discretion of the City and subject to funding availability and vendor performance.  Any such extension shall be under the same terms, conditions, and pricing as the original contract, unless otherwise agreed upon in writing by both parties.

Valuation for purposes of MassDOT Prequalification is based on first year times three (3) to arrive at an estimated total prequal contract value. The estimated value provided in this Invitation to Bid is for one year. Vendors are expected to be able to provide their services over three (3) years at three (3) times the initial estimated value.  All bidders must be pre-qualified by the Massachusetts Department of Transportation as follows. The MassDOT Prequalification Office will provide the city with an official and waiver contractor bid lists for all contractors prequalified in the specified class of work within the parameters of this project. Only those bidders listed in the official or waiver contractor lists issued by the MassDOT Prequalification Office will be allowed to obtain an official proposal book. MassDOT prequalification of contractors with the class of work as, Pavement Markings (Options), for the project with an estimated value of $375,675.00 (3 yrs. x $125,225.00) will be required.

The City reserves the right to reject any and all bids if it is in the public interest to do so.
