Notice of Public Hearing

The City of Everett is hosting a public hearing on the Municipal Aggregation Plan on Monday, February 9, 2026, at 2 PM. The purpose of the Aggregation Plan is to represent consumer interests in competitive markets for electricity. It’s meant to bring together the buying power of more than 50,000 consumers to negotiate rates for power supply. Eligible residents will be automatically enrolled but can choose to opt out.

If you would like to provide comments via Zoom during the public hearing, please send an email by the close of business (5 PM) on Friday, February 6, 2026, to [email protected] with your name, email address, and mailing address.

You can also provide written comment by close of business (5 PM) on Monday, February 9, 2026. Submit your written comments in PDF format by email attachment to [email protected], [email protected], and [email protected]. In your email, include:

  1. the docket number (DPU 25-162);
  2. the name of the person or company submitting the filing;
  3. a brief descriptive title of the document;
  4. and the name, title, and telephone number of a person to contact if there are questions about the filing.

While email is strongly encouraged, you may send a paper copy to Peter Ray, Secretary, Department of Public Utilities, One South Station, Boston, Massachusetts 02110.

What is the Everett Community Electricity Program?

Empower Everett is a bulk purchasing program (also known as electricity aggregation) that allows the city to secure competitive electricity supply pricing and cleaner energy on behalf of our residents and businesses. This program does not replace your utility (National Grid), which will continue to deliver electricity, maintain the power lines, and handle all billing and outages.

How the Program Works

  • You will continue to receive one electric bill from National Grid.
  • Your utility will continue to:
    • Maintain the grid
    • Handle service outages
    • Offer low-income discounts and solar billing credits
  • The only change: the electricity supplier and rate listed under the “Supply” section of your bill.
