Position Summary:

The Director of Assessing reports to the Chief of Finance, some of the responsibilities include but not limited to administrative, supervisory and technical work relating to the management of tax assessment and the valuation and re-evaluation of residential, industrial, commercial and personal properties. Provides financial information and analysis to the council and board.

Essential Functions:

  • Valuing all of the city’s real and personal property.
  • Assigning tax payments to owners, generating the tax commitments, authorizing the Treasurer/Collector to collect real estate, personal property, as well as betterments and motor vehicle excise payments in accordance with Mass General Laws and DOR guidelines.
  • Along with the assistance of department staff and vendors, the assessor maintains and updates assessment data by conducting inspections, collecting data, reviewing sales and doing analyses that endue assessed property values equitably reflect the full and fair cash value as of January 1st each year.
  • Responsible for maintaining and developing assessment data on 9215 real property parcels, 371 personal property accounts, 212 tax-exempt properties, and approximately 28,000 motor vehicle excise accounts.
  • The department will annually process approximately 5,000+ abatement applications, personal and residential exemptions, deed changes, and will inspect building permits. The assessor’s office will also issue approximately 400 income and expense forms to taxpayers.
  • Supervision of assessing department staff
  • Provides tax and assessment information as well as guidance to taxpayers and the administration regarding tax rates, assessments and new growth
  • Advises the Board of Assessors on department matters including review of abetment applications and makes recommendations to the Board
  • Prepares and procures appraisals and statutory documents for trial at the Appellate Tax Board. Appears as an expert witness in real and personal property valuations matters.
  • Plans and conducts the annual tax classification hearing before the city council and also appears before the city council as requested. Submits all required records and documentation to the Department of Revenue for approval
  • Develops long range plans and budgeting to in order to ensure recertification approval

Skills and Qualifications:

  • Associates degree, Bachelor’s (preferred)
  • 5-7 years related experience
  • Strong management skills
  • Organizational skills
  • Maintaining high standards of customer service
  • Excellent communication skills
  • Knowledge of computer applications for assessing functions
  • Ability to manage and train personnel and manage budget

Physical Demand and Work Environment:

While performing the duties of this job, the employee is regularly required to talk or hear. In addition, the employee frequently is required to stand, walk; use hands to finger, handle or feel; and reach with hands and arms. This job’s specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. In addition, this position requires the ability to occasionally lift office products and supplies, up to 20 pounds
