Position Summary:

Everett’s Geographic Information Systems (GIS)/ Planning Analyst will work under the supervision of the Transportation and Mobility Department and work closely alongside both the Planning and Development as well as the Engineering Departments.

The GIS/ Planning Analyst Position is responsible for developing and maintaining the City’s GIS database, building out The City’s data and GIS systems, responding to data and geospatial inquiries from within various city agencies, the public, local stakeholders and other governmental bodies/ agencies. This position will be the primary contact for all data and GIS inquiries.

Duties and Responsibilities:

  • Identify, evaluate and make recommendations for data and geospatial tools to enhance city planning functions.
  • The selected applicant will specialize in creating and maintaining geospatial applications, databases, processes, and related computer programming activities.The selected applicant should have the ability to create custom web applications and widgets within the ArcGIS suite of tools. The ability to coordinate the installation and testing of custom applications as well as providing documentation and support is essential.
  • Excellent communication and time management skills are necessary to succeed in this position.
  • Maintain a list of backlog requests, assisting in the prioritization of the backlog and planning of work streams, as well as testing and troubleshooting.
  • Provide technical assistance to City staff, state agencies, and state and local government officials relative to housing, community development and transportation matters.
  • Provide recommendations for implementing policy and program decisions relating to housing, economic and community development, transit-oriented development, and transportation.

Knowledge, Skills and Abilities:

  • Knowledge of the organization, functions, and activities of the various sectors of the City of Everett and those pertaining to other governmental agencies.
  • Knowledge of research techniques and the sources and availability of current information.
  • Strong background of working with ArcGIS Servers, as well as a working knowledge of core GIS concepts, like publishing maps for public use and consumption.
  • Strong written and oral communications skills, combined with the ability to work effectively with others.
  • A familiarity with agile project management methodologies and the principles and practices of transportation planning is preferred.
  • Experience with local, state and/or federal housing, transportation and community development programs, resources, policies and regulations.
  • Experience with research and writing, including experience analyzing and discerning trends and communicating complex information in simplified terms.
  • Ability to establish and maintain effective working relationships with fellow employees, developers, officials at the local, State, and Federal levels, and, most importantly, the general public.
  • Experience administering grant programs and/or fiscal management.

Minimum Entrance Requirements:

Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, or technical experience in GIS, engineering, urban planning, regional planning, land use planning or transportation planning, and (B) of which at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

  • Bachelor’s degree with a major in GIS, urban or regional planning or transportation, civil or environmental engineering may be substituted for a maximum of two years of the required (A) experience.
  • Graduate degree with a major in GIS, urban or regional planning or transportation, civil or environmental engineering may be substituted for maximum of three years of the required (A) experience and two years of the required (B) experience.

Physical Demands:

  • Ability to stand, walk, use hands, and reach.
  • Specific vision abilities including close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Ability to occasionally lift office products and supplies up to 20lb.
