Position Summary:

The City of Everett is committed to supporting young people in the community to help them learn, grow, and develop by providing a wide variety of educational, recreational, and enrichment opportunities. The City of Everett’s previous Recreation Director position has been redefined to include a broader scope of responsibility to create expanded services for young people. The Director of Youth Development and Enrichment for the City of Everett is responsible for creating, managing, supervising and coordinating various extended learning and recreation programs for the individuals, youth and families of the City.

This role includes oversight of the Samuel Gentile Recreation Center, the City of Everett Health and Wellness Center, and related facilities. In addition, the role requires the person to plan, direct, and supervise the work of full- and part-time staff; manage the Department Budget; facilitate use of resources for community sports organizations and groups; coordinate assigned activities with other City Departments, outside organizations, and the general public.

The successful candidate will be responsible for creating and implementing an outreach plan to develop community awareness of Youth Development and Enrichment efforts by the City of Everett and other important youth resources offered by community partners. This is a senior level role in the City of Everett that reports directly to the Mayor.

Essential Functions:

  • Assume management responsibility for all services, programs and activities of the Recreation Department.
  • Assume management responsibility for the maintenance of the Recreation Center and related facilities.
  • Supervise the Workforce Development team in its efforts to create meaningful employment opportunities by collaborating with other City departments and employers across Everett to help young people develop practical and transferrable skills.
  • Supervise all assistant directors, coordinators, administrative, part-time and seasonal staff under the purview of the Department.
  • Ensure that the appropriate measures are in place to provide for the security of young people participating in programs and events offered by the City.
  • Serve as the contract manager overseeing the performance of the vendor providing operations management for the City’s Health and Wellness Center.
  • Supervise, promote, implement, and evaluate various recreational programs for children and adults including tournaments, summer camp programs, and specialized one-day sports events and enrichment workshops and programs.
  • Ensure that programs and offerings are accessible for young persons of all abilities and are developed and offered to create welcoming and inclusive environments.
  • Develop, prepare, and administer Department budget, including preparing cost estimates and justifications for budget recommendations, researching and recommending Capital Improvement Projects, and monitoring and controlling expenditures.
  • Develop, prepare and compose information, forms and applications in support of new funding opportunity applications as well as ongoing reporting requirements for sources of external funding received.
  • Develop and implement Department policies, procedures, and fee schedules; evaluate equity and adequacy of policy and fee schedules on an on-going basis; make revision recommendations as needed.
  • Continuously monitor and evaluate the efficiency and effectiveness of Department methods, procedures and programs; assess and monitor workload; identify and implement opportunities for improvement; review with Mayor where appropriate.
  • Promote and publicize recreation programs and activities; prepare and coordinate the development of program and event publicity, including flyers, brochures, news releases, etc.
  • Review and approve manuals, reports, flyers, press releases, etc., produced by supervised staff.
  • Prepare and maintain records and evaluation reports on new and on-going program offerings.
  • Serve as the liaison to the members of the Everett Youth Commission
  • Attend events and programs outside of standard business hours, including occasional evenings and weekends.
  • Perform all related duties as assigned

Skills and Qualifications:

  • Ability to use modern principles and methods for developing and implementing a wide variety of recreation, social, and leisure activities for children and adults.
  • A thorough understanding of Federal, State, County, and City laws, codes, regulations, and guidelines related to recreation programs and activities.
  • Proficiency in the principles of human resource management, supervision, training, and performance evaluation.
  • A clear understanding of the recreational, social, and cultural needs of the community.
  • Knowledgeable in facility supervision, facilitation, and maintenance.
  • Strong computer skills.
  • Proficient in long-range and strategic planning.
  • Works effectively under pressure and deadlines with consistent interruptions.
  • Ability to communicate clearly, concisely, and effectively, both orally and in writing.

Licenses

  • Certified Park and Recreation Professional (CPRP) as granted by the National
  • Recreation and Park Association (NRPA) is preferred.
  • CPR and First Aid certificates.
  • Possession of a valid Driver’s License issued by the applicant’s state of residence and an acceptable driving record.

Preferred Education and Experience:

  • A minimum of fifteen (15) years of increasingly responsible experience in the administration of recreational programming, out of school time programming, social and cultural programs and services, including a minimum of five (5) years of management and supervisory experience.
  • Experience in youth development and out of school time curriculum design, development and programming, as well as developing, planning, implementing, and facilitating sports programs is required.
  • Bachelor’s degree from an accredited college or university with major course work in recreation, public administration, physical education, or a related field is required. A Master’s degree is preferred.

Work Schedule and Salary

  • $110,000 start DOE
  • Monday – Friday, 40 hours/week. Evenings, weekends and holidays as needed
