During the Feb. 9 City Council meeting, Mayor Robert J. Van Campen formally introduced the members of his senior leadership team, who will oversee key departments within his administration.
Mayor Van Campen announced the following appointments:
Omar Boukili
Chief Administrative and Financial Officer
Omar Boukili is an experienced public-sector executive with a strong background in municipal leadership, crisis response, and operational reform. He has advised mayors and superintendents, served as a chief administrative officer, and led emergency response efforts during the pandemic. Known for his focus on structure, accountability, and results, Omar is a graduate of Harvard Kennedy School and the University of California, Berkeley.
Robert (Bobby) Knox, Jr.
Executive Director of City Services
Bobby Knox brings more than 30 years of public works experience to Everett. He spent 33 years with the City of Malden’s Department of Public Works, rising from laborer to Director. He oversaw streets, utilities, parks, snow removal, and essential city services, earning recognition for his hands-on leadership and strong community commitment.
Jaclyn Munson, Esq.
City Solicitor
Jaclyn Munson is an experienced municipal attorney who has served communities across Massachusetts. She previously worked as Deputy Town Counsel in Arlington and as Assistant Corporation Counsel and Ethics Advisor for the City of Boston. Jaclyn advises on municipal law, zoning, public records, employment matters, and ethics compliance. She holds a JD from Northeastern University School of Law and is licensed to practice in Massachusetts.

Ellen Collins
Director of Human Resources
Ellen Collins is a municipal Human Resources leader with more than 18 years of experience in local government. She previously served as Deputy Director of HR for the City of Somerville and has held roles in park planning and inspectional services. Ellen specializes in organizational development, employee relations, compliance, and modernizing HR systems to better serve staff and residents.
Monica R. Lamboy
Chief Development Officer
Monica Lamboy has more than 35 years of municipal leadership experience nationwide. She has served in senior roles in Washington, D.C., Oakland, Somerville, Randolph, and Chelsea. Monica has led major development projects, comprehensive planning efforts, and organizational reform initiatives. She holds a Master of City and Regional Planning from UC Berkeley and a Bachelor of Science in Civil Engineering from Princeton University.
“These individuals bring a strong mix of experience, professionalism and commitment to public service,” said Mayor Van Campen. “Together, this leadership team will help ensure our City departments operate efficiently, responsibly and with a continued focus on delivering high-quality services for Everett residents.”
Following the announcements, Mayor Van Campen also introduced staff working in the Mayor’s Office, including:
- Christopher Connolly, Special Assistant
- Kristin Leonard, Executive Office Manager
- Julianna Yutkins, Assistant to the Mayor
The appointments were presented to the Everett City Council for consideration and have been referred to the Committee on Legislative Affairs and Elections. The committee will review the appointments before returning them to the full City Council for confirmation.
