A major investment in affordable housing is taking shape in Everett, where construction is underway on 125 new affordable rental apartments at 25 Garvey Street. Mayor Robert J. Van Campen joined local elected officials for a tour of the construction site to see the progress firsthand.

The development marks a significant milestone for Everett as the first new affordable family rental housing built in the City in more than 50 years. The project will transform a former industrial site into much-needed housing for families, including two- and three-bedroom apartments designed to accommodate larger households.

All vertical construction is complete, and crews are now working on the interior. The building will have five residential stories over a podium parking garage, with a mix of unit sizes for individuals and families: 9 studios, 28 one-bedroom, 74 two-bedroom, and 14 three-bedroom apartments.

The building is expected to be completed in summer 2027. Seventy percent of the apartments, the maximum allowed by the Massachusetts Executive Office of Housing and Livable Communities (EOHLC), will have a preference for Everett residents.

“Garvey Street represents years of work, investment, and a shared commitment to bringing 125 new affordable rental homes to Everett,” said Steve Laferriere, Director of Real Estate at The Neighborhood Developers. “We’re grateful to be building alongside Impact Residential, with the support of the City of Everett and the many public and private partners who have helped move this project forward. We’re especially excited that families of all incomes will have the opportunity to live in the Commercial Triangle.”

“We’re incredibly proud to be part of such a historic project. 25 Garvey is the first new affordable family rental housing built in Everett in more than 50 years,” said Will Sternlicht, Managing Director and Principal at Impact Residential Development. “These 125 homes are a testament to what’s possible when great partners like The Neighborhood Developers come together and work alongside a city as collaborative and motivated as Everett.”

Developed through a partnership between The Neighborhood Developers and Impact Residential Development, the project represents an important step toward addressing Everett’s housing needs and creating more opportunities for residents to remain in the community.

The development also aligns with Mayor Van Campen’s commitment to making Everett more affordable for the families who already call the City home, particularly as rising housing costs continue to put pressure on residents.

“We want our residents to stay here and be able to build a future in the City,” said Mayor Van Campen. “The affordable family development on 25 Garvey Street is a critical lifeline to families in Everett, and it was amazing to see how much work has been completed since the start of this project in 2025. When we build housing, folks not only have a place to live, they deepen their sense of community in Everett.”
