About the Role:
Performs a variety of technical duties in support of the City’s code enforcement program; monitors and enforces a variety of State codes and regulations and municipal ordinances related to building, housing, health and safety, property maintenance, and other matters of public concern; investigates potential violations and initiates procedures to obtain compliance; serves as a resource and provides information on City regulations to property owners, residents, businesses, the general public, and City staff and officials. The Code Enforcement Inspector works under the direction of the Director of Inspectional Services and the day-to-day supervision of the Code Enforcement Manager.
Essential Duties and Responsibilities:
Employees at this level are expected to become fully knowledgeable of the assigned area and learn to perform the full range of code enforcement investigative work. Employees may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
- Performs a variety of field and office work in support of the City’s code enforcement program; enforces compliance with applicable ordinances, codes, and regulations including those pertaining to building, housing, health and safety, property maintenance, and other matters of public concern.
- Receives and responds to complaints and reports from other agencies and departments on potential violations of municipal codes and ordinances and applicable State regulations.
- Conducts investigations by interviewing complainant and witnesses, inspecting properties and documenting findings.
- Issues and posts warning notices, notices of violation, corrective notices, orders to comply, and related documentation as needed.
- Schedules and performs all follow-up functions to gain compliance including letters, inspections, calls, meetings, and discussions to ensure compliance; prepares requests for legal action; issues administrative and misdemeanor criminal citations in consultation with supervisors and the Law Office, as necessary.
- Maintains accurate documentation and case files on all investigations, inspections, enforcement actions, and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations.
- Prepares and provides documentation and evidence in support of legal actions taken by the City; appears in court as necessary; testifies at hearings and in court proceedings as required.
- Prepares a variety of written reports, memos, and correspondence related to enforcement activities.
- Proactively patrols assigned area to identify and evaluate problem areas and/or ordinance violations; participates in proactive sweeps, as assigned.
- Attends meetings and serves as a resource to other City departments, divisions, the general public, community groups, and outside agencies related to code enforcement in the field, over the counter, and on the telephone.
- Operates computer to enter, process, and acquire data relative to complaints, inspection sites, and effective code enforcement; researches complaints.
- Performs other related duties as assigned.
Additional Duties
Depending upon departmental need and employee qualifications, employees may be assigned additional duties such as:
- Sanitary Inspector / Inspector of Milk
Serve as an agent of the Everett Board of Health and protect public health by enforcing federal, state, and local sanitary laws, inspecting restaurants, housing, pools, and recreational camps, as well as investigating nuisances like pests or sewage to protect public health and safety. May also serve as inspector of milk and collector of samples of milk in accordance with the provisions of General Laws, chapter 94, sections 33 through 38, and such other duties as the Board of Health may assign from time to time. - Assistant Sealer of Weights and Measures
Under the direction of the Everett Sealer of Weights and Measures, is responsible for enforcing all laws, regulations, and ordinances pertaining to measuring devices used by local business establishments, such as taxi meters, gas station pumps, home heating oil truck meters, and hospital, clinic, truck, factory, shopping, and pharmacy scales, among others. Must be accredited as a registered Regulatory Weights and Measures official per the State Division of Standards and the National Institute of Weights and Measures. - Task Force Member
Participate in the Everett Task Force which coordinates the enforcement of the City’s ordinances, with the goals of combating blight, reducing nuisances, discouraging
criminal activity, and promoting a higher quality of life for all City residents.
Recommended Minimum Qualifications:
High school diploma and 3-5 years’ experience in code enforcement or related field; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.
Specialized training and/or college level coursework in law enforcement, safety inspections, food service management, or related field is a plus.
Additional Requirements
- Valid Class D Motor Vehicle Operator’s License.
- National Center for Housing Management Certification – Certified Occupancy Specialist within one year of start date. ServeSafe certification within 6 months of the date of hire.
- Massachusetts Certified Pool Operator certification preferred.
- NEHA Body Art Facility Inspector training a plus.
Knowledge, Skills, and Abilities:
Knowledge of:
Local, state and federal laws and regulations pertaining to building, zoning, health, Massachusetts General Laws, property management practices, as well as procedures and techniques to identify, interpret and enforce a wide variety of code violations. Knowledge of the principles and methods of research and investigation related to code enforcement, evidentiary requirements for court proceedings. Demonstrable proficiency in learning new software systems as needed. Must be familiar with standard office procedures and with office equipment such as copy machine, calculator, and computer.
Skills in:
Intermediate skills with permitting software, reading building plans, operating computers.
Proficient in Microsoft Excel and Word software. Bilingual skills in Spanish, Portuguese, and/or Haitian Creole are preferred.
Ability to:
Ability to analyze complex technical issues and to develop relevant and realistic plans, programs, and recommendations. Ability to enforce regulations firmly, tactfully, and impartially. Able to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships with department staff, other municipal departments, organizations, and contractors. Ability to adhere to policies and procedures. communicate in-person, via phone, email and in writing and make impartial decisions.
Physical Demands and Work Environment:
The physical demands described below are representative of those that must be met by an employee to successfully perform the essential functions of this job:
- Must be able to work in an office setting and travel frequently between different locations in the City of Everett;
- Minimal physical effort required to perform functions under typical office conditions. Requires frequent moderate to strenuous physical effort, including moving over uneven terrain, while performing duties in the field. Field work may require prolonged exposure to outdoor weather conditions;
- Constantly operates desktop and mobile computers and other tools to complete work activities. Employee may be required to occasionally move objects weighing up to 50 pounds;
- Vision ability sufficient to observe conditions in performing inspections and investigations, read computer screens and printed documents, and operate vehicles;
- Hearing ability to hold personal and telephone conversations with community members and staff; recognize and respond to alarms and warning devices;
- Speaking ability to communicate in person and by radio with the public and co-workers.
